Article 14
Reich laws are executed by state authorities , inasfar Reich laws do not specify otherwise.
It means that state authorities has to do what they feel is needed for the state.
Article 139
Sunday and other state holidays are designated as days of rest from work and spiritual collection and are, as such , protected by law.
It means that by law Sundays and holidays are set apart for a special purpose and that is to rest on those days. The people of the state has the right to not work on those days. The reason why I choose this passage is to compare it to other parts of the world , like the Caribbean where I'm from, on these days some people have to work. There isn't a law telling you not to work.
